調査の方向性
まず typing_check.py を実行して get_type_hints の失敗を再現し、その後、内部クラスの forward declaration の解決に関係する typing の実装を調べます。追加のケースには get_type_hints_for_inner_classes.zip と metaclass_workaround.py を使用します。内部クラスの forward declaration が正しい namespace で解決されれば、issue は完了です。
