3.10, 3.11, 3.12: Windows fails to build, test_ssl NOT_ENOUGH_DATA failure on macOS, test_socket fails on Fedora Stable (Linux 7.1)

There are multiple issues on 3.10, 3.11 and 3.12 branches:

• Windows fails to build on 3.10: PCbuild/find_python.bat downloads a corrupted nuget.exe. The nuget URL should be updated. Fix: commit 106eb532ea3b243423e62a702719e9d3c0e40c16 should be backported.
• test_socket: UDP Lite tests fail on AMD64 Fedora Stable, the machine was rebooted 3 days ago to upgrade to Linux kernel from 7.0 and 7.1, but Linux 7.1 removes UDP Lite support. Fix: commit 3cfc249e11a132dc69624150843779aa96c72b2b should be backported.
• test_ssl fails with NOT_ENOUGH_DATA on macOS. Fix commit acfe02f3b05436658d92add6b168538b30f357f0 should be backported.

For test_socket (UDP Lite), I prepared fixes:

• 3.12: https://github.com/python/cpython/pull/153592
• 3.11: https://github.com/python/cpython/pull/153593
• 3.10: https://github.com/python/cpython/pull/153594 -- I included the nuget URL change to fix the Windows CI jobs.

The test_socket issue is not blocked the GitHub Action, only buildbots are failing.

I'm not sure in which order we should fix these issues.

The Windows and macOS issues block my test_socket PRs since the Windows and macOS jobs fail.

Comienza revisando los commits referenciados, los pull requests existentes de test_socket y los pull requests de test_ssl para las ramas 3.10–3.12. Inspecciona PCbuild/find_python.bat y los casos afectados de test_socket y test_ssl; después, verifica que los fallos de los buildbots de Windows, macOS y Fedora se hayan resuelto en todas las ramas indicadas.
