Add optional kiosk mode support to the webbrowser module

Feature or enhancement

Proposal:

I'd like to propose support for opening URLs in kiosk/full-screen mode through the webbrowser module.

Currently, applications that need kiosk behavior (digital signage, information displays, public terminals, dashboard screens, etc.) must bypass webbrowser and invoke browser-specific command-line flags such as:

• Chromium/Chrome: --kiosk
• Firefox: --kiosk
• Edge: --kiosk

This reduces the usefulness of the cross-platform abstraction provided by webbrowser.

Possible API

For example:

webbrowser.open(
    "https://example.com",
    kiosk=True,
)

or another API that better fits the module design.
