mimalloc platform abstraction doesn't compile on all WinAPI partitions

Bug description:

the platform abstraction of mimalloc makes use of console io, legacy numa node handling and large page handling that aren't available in all WinAPI partitions.

The plan here is to fix this in the mimalloc upstream and then downstream the required changes.
