Proposal:

Soon enough, MSVC's clang-cl will be new enough to support tail calling. Xcode clang already supports tail calling. We should thus remove the chocolatey/brew installation to save CI resources in the near future. GCC 15 also supports tail calling, and that will come with Ubuntu 25.04.

I propose to do this in a month, so that we give the CI time to get the newest tools.
