Improve the tail calling CI

Proposal:

Soon enough, MSVC's clang-cl will be new enough to support tail calling. Xcode clang already supports tail calling. We should thus remove the chocolatey/brew installation to save CI resources in the near future. GCC 15 also supports tail calling, and that will come with Ubuntu 25.04.

I propose to do this in a month, so that we give the CI time to get the newest tools.

Has this already been discussed elsewhere?

Als erledigt gilt die Aufgabe, sobald diese Installationen entfernt wurden, nachdem die angegebene Unterstützung für MSVC, Xcode clang und GCC verfügbar ist.
