Another test failure from Debian packaging. This one belongs to the same class as #53 (randomly appearing).

testing/test_xspec.py::TestMakegateway::test_popen_nice と、失敗時に示されている makegateway("popen//nice=5") パスから始めてください。Python 3.5 または Debian 環境でテストを再現し、popen の nice オプションがどのように処理されているかを調査し、既存の popen の動作を壊さずにテストが安定して通ることを確認してください。
