Description
The SNMP tests is frequently failing in windows platform in various CIs. e.g. https://github.com/php/php-src/actions/runs/25172619354/job/73795997139
After local test on my Windows machine the test can be passed everytime, hence I doubt that in the remote Github CI the SNMP test started when the service is not fully installed in the windows machine... which causes the bulk of unrelated failure in CIs.
I may look closer again in this weekend. Will submit a PR to fix this if I am confident. (also if someone else can solve it it would be awesome :D)
