FPM doesn't log events where no more children are available with static config

Description
When fpm is used wiith dynamic settings it logs max_children events (where no more child process is available to handle a request).
If i change that to static i don't get any more log for that event. This would be usuefull to realize resource issues and is somewhat unexpected.
