DualListSelector/TreeView/Form - remove opt-in animation logic

Describe the enhancement or change
In the next breaking change release, we need to remove the opt-in logic for animations in these components so that animations are on by default. This will include at least removing any hasAnimations prop as well as ensuring any children are rendered always (rather than only when a parent item isExpanded).

まず該当する PRs 11843、11837、11842 を読み、次にそれらが対象としている DualListSelector、TreeView、Form コンポーネントを調べます。opt-in アニメーションロジック（hasAnimations の処理を含む）が削除され、親アイテムの isExpanded の状態に関係なく children がレンダリングされるようになれば、変更は完了です。
