Boxed tabs background should extend to the full width of the content area

AAP uses the boxed tabs in the UI in pretty much all areas of AAP to show nested content. We'd like the background of the component to span full width to make the tab areas more distinct from the rest of the content background.

This is what it currently looks like (as also seen in the PF example above)

This is our desired state.

Making this change in the PF Component would help in avoiding the AAP UI team to do a workaround for this especially since it affects all areas in the UI.
