Breaking change :boom: PF Team

Describe the enhancement or change
A clear and concise description of the request. What is the expected outcome?

Once all work is done to fixing breaking changes in the Repo, update the React dependencies so that the repo is using React 19, and individual packages support onl 18 or 19.

Any additional work needed to get the workspace building and working will require followup issues.

Would include react, react-dom, and most likely @types/react-dom (latest is version 19.0.3) and @types/react (latest version is 19.0.8).
