[Dependent Resources] Don't update the resource spec if has an other owner reference with controller true

If a dependent resource updates a resoure based on desired it adds owner reference with controller flag set to true.
There might be the case that there is already a resource exists with owner reference where controller is true, in this case we shoul not update the spec of the resource since it is managed by an other controller.

ファイル名もテスト名も指定されていません。まず依存リソースのリコンシリエーションのエントリポイントを見つけ、owner references と desired state の更新がどのように処理されているかを確認してください。他の controller の owner reference を持つリソースには新しい spec が設定されず、owner reference を持たないリソースでは既存の動作が維持されれば完了です。
