Automatic detection of "Fixes" should be stricter

In https://github.com/nodejs/node/pull/40613, node-core-utils@1.30.0 incorrectly adds a Fixes: metadata line:

Sử dụng PR #40613 và siêu dữ liệu được tạo hiển thị trong issue này làm trường hợp tái hiện; lần theo entry point của node-core-utils để phát hiện siêu dữ liệu Fixes từ các thông điệp commit. Hoàn thành có nghĩa là phần văn bản đề cập đến “fix” không còn tạo ra một dòng Fixes không chính xác, trong khi các tham chiếu Fixes hợp lệ vẫn tiếp tục được phát hiện.
