[Feature]: adjust default citation in add_citation to match new format

Is your feature request related to a problem? Please describe.
The citation generated in create_citation is currently (1) region specific and (2) does not match the standard reference for a stock assessment report that was recently merged in. (techmemo and type = {stockassessment}).
Describe the solution you would like.
This needs to be adjusted once a final format is agreed upon and reflected in both the csl and the create_citation function.
