rerender_skeleton is a nice feature to create_template but it greatly increases the amount of code and the complexity of create_template. This would make create_template harder to maintain and for other to contribute to the function
Describe the solution you would like.
rerender_skeleton() and create_template() as separate functions

This will help with developing additional testing for rerender_skeleton in #549
