feature request: supports `requires-python` in "create environment.." flow

feature request: I have a `pyproject.toml` file in my workspace which I want to select when I am going through "create environment" flow. I get to it at the end but before I get there I have to select my python version. My `pyproject.toml` file has `requires-python = ">3.10"` so it would be great if given this, the create environments flow would let
