Update Twitter to X in README

I did find https://github.com/microsoft/TypeScript/issues/55207, which updates twitter logo in the typescript website. But this change is just changing the README file.

Just updating the label to the typescript twitter.
I clicked the link, twitter.com/typescript still is the default. We can change to x.com/typescript either ways, since x.com/typescript forwards to twitter.com/typescript
