Strongly typed option sets need to test with option sets in addition to enums

Description
EnumSymbols are very similar to OptionSets, but they carry enum information that is different just enough to cause different semantics. We need to add tests that are specifically about pure option sets, the kind that hosts and Dataverse adds.
