Text function: Decimal separator doesn't appear for integer output

Description
Unlike Excel and Canvas, Text( 0, "#.#" ) does not return "." and Text( 12, "#.#" ) does not return "12.". Instead the dot is dropped for integer output, which is what C#/.NET does.
We should and will be consistent across Power Fx 1.0.
Should we be like Excel or like C#?
