NPM Relase action broken

There seem to be two issues:

1. `jupyterlab` is not installed for the npm section

2. Some sort of issue with NPM keys

1 is an easy fix, we just need to `pip install jupyterlab`

2. I think will require intervention from @tacaswell or someone else with the power mess around with repo secrets

まず release action の npm セクションとそのインストール手順を確認し、次に npm の認証設定とリポジトリの secrets を調査します。npm のビルドと公開中に action が ENEEDAUTH エラーなしで jupyterlab を見つけられれば完了です。
