Multicursor disappears when not moving

Describe the issue

In both JupyterLab and old Notebook MultiCursor not only is blinking when is bing moved, but also completely disappears when mouse stops motion. Same code works fine in QT.

Documentation example may be used for demonstration:

Empieza ejecutando el ejemplo enlazado de la documentación de Matplotlib MultiCursor en JupyterLab y classic Notebook, y después compara el comportamiento con QT. Investiga la ruta de renderizado del widget del cursor; se considera terminado cuando el multicursor permanece visible al detenerse el movimiento del ratón en ambos entornos de Jupyter.
