Multicursor disappears when not moving

Describe the issue

In both JupyterLab and old Notebook MultiCursor not only is blinking when is bing moved, but also completely disappears when mouse stops motion. Same code works fine in QT.

Documentation example may be used for demonstration:

Start by running the linked Matplotlib MultiCursor documentation example in JupyterLab and classic Notebook, then compare the behavior with QT. Investigate the rendering path for the cursor widget; done means the multicursor remains visible when mouse movement stops in both Jupyter environments.
