Hi.

I discovered a backend called pikepdf, recently added support to create / edit / delete outlines (TOC) of PDF - kindly, see the following:

Please see if the code (python) compitable with your code or not. If yes, then inform me so that I will complete my suggestion & ideas & supply screen-shoots for design I see it okay for this very wanted, yet not available feature for GUI Linux program
