Add reload feature to services plugin

Add a feature to the services plugin that will reload a services if it's maybe in a hung state

`!services reload `

Start by locating the services plugin and the existing `!services` command handler, then trace how service names are parsed and how services are started. Define the reload behavior for a hung service before implementing it; done means `!services reload ` reliably reloads the selected service and preserves existing service commands.
