bug: <ion-content> with scrollY="false" becomes scrollable when I interact with a <ion-range> inside the content

### Current Behavior

I have a `` with `scrollY="false"`. Inside, there is a ``. When the content is higher than ``'s height, it's hidden (as expected with `scrollY="false"`).

But if I move the slider, then the content becomes scrollable.

### Expected Behavior

`` should never be scrollable when `scrollY="false"`

### Steps to Reproduce

1. Clone https://gitlab.com/jbgtmartin/ionic-ion-content-scroll-issue
2. Start the app with `yarn start`
3. Move the slider
4. Scroll the content
