Feat: Ability to reorder horizontally in ion-reorder

### Describe the Feature Request
It would be great to be able to reorder items horizontally, too. Now it is possible to do it only vertically

### Describe the Use Case
For example, being able to reorder photos in a photo gallery app. Reordering in y and x axis.

Implement `X` and `Y` axis reordering

I know that this is double from [#29067](https://github.com/ionic-team/ionic-framework/issues/29067), but I have not found an answer whether it is possible to implement it now.
I'll attach my own design as an example.

Start by locating the ion-reorder component and reading how its current vertical behavior is defined. Determine the design and acceptance criteria for horizontal or two-axis reordering; done should include a working implementation that supports the stated X and Y axis use case.
