bug: A problem occurred evaluating settings 'android'.

### Ionic Framework Version

v8.x

### Current Behavior

Create a new blank starter project with ionic start blank template Angular
cd then run ionic cap open android
android studio opens the project with gradle background task updating, build fails with below errors

A problem occurred evaluating settings 'android'.

photoApp/android/capacitor.settings.gradle' as it does not exist.

```

### Expected Behavior

The new Blank starter app should open in Android Studio, to be able to run on a real, android device

### Steps to Reproduce

1. Create a new blank starter project with ionic start blank template ifor Angular
2. cd into project dir, then run ionic cap open android
