bug: The scroll of ion-segment-content doesn't work properly.

### Current Behavior

Hello,
The scroll doesn't match the content of each ion-segment-content

### Expected Behavior

The scroll should adjust to the height of the content.
The scroll should scroll properly; now it just stops.

Look at the example and scroll the different tabs:

Start by running the StackBlitz reproduction and inspect src/app/example.component.html and src/app/example.component.css. Compare scrolling across the different tabs and identify why ion-segment-content stops before the full content height; done means each tab scrolls through all of its content correctly.
