jquery without webpacker instructions are not clear

If you DON'T use webpacker, then the instructions in the install generator for adding jQuery may not be clear.

I'm not even sure this is a problem, but it would be good to test using jQuery (i.e. import hyperstack/components/jquery) without webpacker, and seeing what happens.
