[Hong Kong] Issue with phone number

Library doesnot validate Hong Kong phone numbers that starts from "70":
+852 70...
Other +852 71.. +852 72... is good

Start by locating the Hong Kong phone-number validation rules in the Android library and compare handling of numbers beginning with 70 against the existing 71 and 72 cases. Done means valid +852 70... numbers are accepted without changing the handling of other Hong Kong numbers; run the relevant validation tests if the repository provides them.
