Recruitment view filters should show up as clear modals

I was trying to look at people as a partner, and the "save filters" was off screen, and couldn't see it

Filter box should open a modal that takes the center of screen.

**Describe alternatives you've considered**
UI could also be dynamic so components aren't off screen.

Start by locating the recruitment view and its filter box, then reproduce the case where the “save filters” control is off screen. Done means the filter UI opens as a centered, clearly visible modal, or the components remain accessible without being pushed off screen.
