"Required field" notice should not replace the description of the field

The description of the field is replaced when there is no text. Without context user will be confused. The Red text should be placed under or below the description.

Without the text only the "required field" is visible

Only when with input the description text reappears

Start by reproducing the required-field state shown in the issue screenshots and inspect the form field implementation that replaces its description. Confirm the description remains visible when the field is empty and the red required-field notice appears below it; verify the behavior in the relevant form view.
