Create a Guide/Template: Terms and Conditions for your project

### Overview
We need to create a guide to making Terms and Conditions so that we have a template available for any project that require them.

Open the wiki page in a new tab, copy the instructions for each part into the section labelled 'Tasks' at the bottom of this issue, and complete each task listed.

The only reason a project needs a terms and conditions is if there might be some liability created by people relying on the information. The TDM example, the liability is that people will use it and then create permit applications based on it, and then not have their applications approved.
