Onboarding - new team member

### Overview

We need a new person joining the DevOps CoP to be able to get themselves set up and
understand how the community works, without having to ask someone. Today they cannot:
the onboarding checklist that exists is written for a different team, the wiki
contradicts itself about when we meet, and the steps we are supposed to perform for
them are not written down anywhere.

Start with the DevOps wiki, the DevOps CoP Roster, and recurring onboarding issues hackforla/devops#30 and hackforla/incubator#27. Identify the tracked sub-issues covering the checklist, meeting information, and steps performed for new members; this issue is done when those sub-issues are complete and the onboarding process is self-service.
