Help teams to use the onboarding / offboarding issue

### Overview
We need all the teams to use the same onboard / offboard process so that we can keep our resources secure and be able to find recently offboarded people from the organization easily.

- [ ] Create messaging for teams that are not the using the process
- [ ] Make sure the template on each team that is using it, is up-to-date
- [ ] Rationalize the labels to feature: onboard / offboard

Comienza con la descripción general de onboard/offboard del Product Management WIKI y con el issue de la lista de proyectos activos enlazado allí. Audita los equipos y sus plantillas de onboard/offboard y, después, compara sus etiquetas y mensajes con el proceso compartido. La tarea estará terminada cuando todos los equipos tengan una plantilla actualizada, etiquetas de onboard/offboard coherentes y mensajes para los equipos que no siguen el proceso.
