Help teams to use the onboarding / offboarding issue

### Overview
We need all the teams to use the same onboard / offboard process so that we can keep our resources secure and be able to find recently offboarded people from the organization easily.

- [ ] Audit all teams
- [ ] Create messaging for teams that are not the using the process
- [ ] Make sure the template on each team that is using it, is up-to-date
- [ ] Rationalize the labels to feature: onboard / offboard

Start with the Product Management WIKI onboard/offboard overview and the linked active project list issue. Audit the teams and their onboarding/offboarding templates, then compare their labels and messaging with the shared process. Done means every team has an up-to-date template, consistent onboard/offboard labels, and messaging for teams that are not following the process.
