Plugins page: Should we bring back blocklist?

In the initial implementation of the new plugin page, I didn't include the gulpplugin blocklist.

Should we bring it back?

The issue concerns the new plugin page and the gulpplugin blocklist, but names no files or tests. First clarify whether the blocklist should return and define the desired page behavior; done is an agreed decision and an updated plugin page if the work is approved.
