Convert C++ compilation to new Gradle C++ plugin

There's lots of improvements, but the most functional is composite build support. That would allow Android builds to `--include-build ..` and avoid the need to first install to maven local.

Start with the Gradle blog post linked in the issue and inspect how the repository currently compiles its C++ components. Determine the scope of migrating to the new Gradle C++ plugin, including Android builds using --include-build .., and verify that the Maven-local installation workaround is no longer required.
