Add dependencies checking between bazel and gradle?

grpc-java got Bazel support in https://github.com/grpc/grpc-java/pull/2975, but grpc-java has no dependencies checking between bazel and gradle, so it would break their version consistency.

But I have no ideas how to check their version consistency.

Start by reviewing the Bazel support introduced in grpc-java PR #2975 and comparing its dependency declarations with the existing Gradle setup. Determine how dependency versions are currently represented in both build systems and define what consistency checking should cover. Done means the project has an agreed, verifiable way to detect version mismatches.
