Apps: update app descriptions

descriptions of apps such as https://github.com/apps/stale tend to get out of date, because folks forget to update them. Usually a GitHub app has a dedicated repository and the README.md is always up to date. It would be great to have a mechanism to keep the README.md in sync with the app description, or even better have an API endpoint to update the app description, as the projects README.md might have information relevant for contributors/maintainers, but not users
