Remove dependency on BQ Dataset creation

It seems that the Feature Store feature batch retrieval in the newer versions depends on BQ dataset/table creation (correction: the dependency exists since the 1st version), which complicates the permission management in a GCP project. I am requesting to remove this dependency for batch offline retrieval to dataframe.
