[sqlalchemy-spanner] Fix warnings in docstrings

### Summary of the issue

We have added docs support for `sqlalchemy-spanner`, but will need for someone on the partner team to follow up to fix all the warnings from sphinx, then uncomment the `-W` flag in the `docs` nox session.
