Cloud Run with google-cloud-logging==3.9.0

#### Steps to reproduce

1. main.py from here: https://cloud.google.com/run/docs/quickstarts/jobs/build-create-python
(print statements swapped with logger.info )
2. settings.py that sets up google logging:
