Add a check for Maven Central metadata requirements

We should have a check that ensures that all POMs meet the Maven Central metadata [requirements](https://central.sonatype.org/publish/requirements/). Note that this might need to be done on the flattened POMs as those are the ones uploaded to Sonatype, if the flatten plugin is configured.
