[sdk-platform-java] "Build with Airlock" check is failing

Currently the check is failing: `[ERROR] Non-resolvable parent POM for com.google.cloud:sdk-platform-java-config:3.41.2-SNAPSHOT: The following artifacts could not be resolved: com.google.cloud:google-cloud-shared-config:pom:1.13.0 (absent): com.google.cloud:google-cloud-shared-config:pom:1.13.0 failed to transfer from artifactregistry://us-central1-maven.pkg.dev/client-library-releases/java-1p during a previous attempt. This failure was cached in the local repository and resolution is not reattempted until the update interval of cloud-sdk-java-1p has elapsed or updates are forced. I'll need to setup the 1P repository publication for java-shared-config.
