ci: update m32-pr and m32-ci builds with newer gRPC

In order for the grpc-plugin to handle `$` characters now appearing in service protos, the fedora-m32.Dockerfile needs updating to use a newer version of gRPC. This also may require newer versions of gRPCs dependencies, all of which need to be build for 32 bit.
