Blocks have confusing tooltips


This tooltip, "creates a function with an output", makes sense in the toolbox. But once the block is placed, it doesn't _create_ a function, but rather _is_ the function.

Actually, even worse, the block says "creates a function..." even when it has no parameters (and therefore isn't a function).

Start by locating the block tooltip text and the logic that determines whether a block has parameters. Compare the tooltip shown in the toolbox with the one shown after placement. Done means function blocks use wording that describes the placed block accurately, while blocks without parameters do not call themselves functions.
