Highwayhash error while building from source code

I am trying to build array-record v0.6.0 wheel on ppc64le using RHEL ubi9 image with gcc-toolset-13. While, using commit id = 7e299eae0db0d7bfc20f7c1e1548bf86cdbfef5e and building it using oss/build_whl.sh, I see the below error:
