When running a new workflow, you have to manually click refresh and there are not automatic updates.

**To Reproduce**
Steps to reproduce the behavior:
When I re-run a workflow, I see the steps progress:

When I run a new workflow, I have to hit refresh to see it:

**Expected behavior**
Running a new workflow should work similarly to re-running a workflow and update the UI without needing to manually hit the refresh button.

Reproduce the difference between running a new workflow and re-running one, including the need to use the refresh button. Trace the extension UI paths for starting a new workflow, re-running a workflow, and refreshing; done means a newly started workflow updates like a rerun without manual refresh.
